Maputo — Mozambican President Armando Guebuza declared in Maputo on Thursday that political leaders should be part of the solution to society's problems, through prioritizing dialogue with the public as part of a strategy of "open governance".
He was speaking at the opening of a two day training seminar on leadership and management, aimed at ministers, deputy ministers and provincial governors. This event, the second of its kind since Guebuza took office in February 2005, is organised by the Civil Service Ministry, via the higher Institute of Public Administration (ISAP).
Guebuza said that this type of event is intended to raise the capacities of government officials, and stressed that leadership and management are key pillars for the success of governance.
The first course, held in 2007, took place on the subject of "Leadership and Development", and had the goal of creating a common line of thinking among government leaders on their mission.
Guebuza said there have already been significant successes in managing the state's human resources, including last year's census of the public administration (which found that there are a total of 162,424 people working in the state apparatus), improved systems for promoting staff along their career structures, and the payment of wages to state employees on time.
Guebuza stressed that reforms to the state administration do not seek merely to improve the conditions of civil servants, but above all to provide better services to the public.
He reaffirmed the importance of team work, declaring that "only by advancing like the waves of the ocean will we be able to achieve the objectives of the public sector reform".
Guebuza called on members of the government to guarantee that the public feel a sense of ownership in the development process. That meant, for example, ensuring that people are able to build improved houses that can improve their quality of life.
Guebuza hoped that "we will all leave this seminar galvanized to speed up the pace of the changes that have been under way since 2005".
