Luanda — The programme of Restructuring the Logistic System of Distributing Essential Goods to the Population (Presild) is one of the benefits of the six years of peace for the sector in the country, considered Friday the National Trade Director, Gomes Cardoso.
Speaking to Angop, on the occasion of the six years of peace in the country, celebrated on April 4th, the official said that Presild is promoting and developing, in a sustainable way, the commercial sector, when supplying products and basic services to the population in relative low prices.
According to Gomes Cardoso, the peace allowed to guarantee the creation of fundamental judicial bases for the sector, with the new Law of the Commercial Activities, the Bases for the promotion of the public-private partnership and other legislative documents.
The official added that the first inherent instrument to the institutional infra-structures is characterised by the existence of new financial services and of guarantee, for the practice of low-interest loan and refunding, bound to support the Angolans tradesmen. "The support is part of a creation of conditions that allows the tradesmen rebuild and build commercial infra-structures, as well as the improvement of their business".
In the ambit of the reorganisation of the sector, the peace allowed the creation of commercial infra-structures, aiming re-orientating the whole market that for the first time allowed the logistic and distribution policies, as supplier markets, commercial warehouse, among other conditions for the promotion of national production. Regarding to the retailer market, besides counting with the modern commercial network "Nosso Super", the sector is building and rehabilitating municipal, rural and suburban markets, the director explained.
Mr. Cardoso stressed that for a sustainable development of the sector is necessary the human capital, thus the reason for the Ministry to bet on the training, professionalism and upgrading of the tradesmen. Therefore, were already created two pedagogical shops, one in Luanda and the other in Huambo province. This school, advanced, brings technical-scientific and pedagogical advantages for the businessmen who learned how to attend the consumer.
Angola has a commercial network that is moving towards modernisation, thus the need of commercial officials give a special treatment to clients. On the other hand, the official highlighted that with the peace, the trade sector created conditions of incorporation of the informal market to the formal sector. In spite of recognising that the informal market creates incomes and jobs, Gomes Cardoso said to be necessary transfer the people who work in such conditions to the formal market, in function of the carried out commercial activities in the informal market being improper and represent a risk of contaminating the goods and transmitting in that way diseases to the consumers. "The effective peace is allowing the development of projects such as the commercial urbanism, value of the urban and suburban commercial role, having into account the environment impact, the traffic of goods and the modernisation of the cities"- he said.
The country counts now, due to the existing six years of peace, with over 42,000 commercial establishments, it was created the electronic trade and home delivery sale, contributing in that way in the reduction of hunger and poverty.
