Angola: Home Minister Attends CPLP Forum in Portugal

An Angolan delegation led by Home Affairs minister, Roberto Leal Monteiro "Ngongo" is attending since Tuesday the first Forum of the Portuguese-speaking Community Countries (CPLP), taking place in Lisbon, Portugal.

Speaking to ANGOP, shortly before his departure, the Cabinet minister said that as an initial stage, which has to do with the institutionalisation of the association, the participants will firstly analyse the drafts and then deciding on their goals and periods of holding the meetings, either annually or every two year.

The ministerial forum was preceded by a meeting of experts, held Monday, which has analysed and prepared the issues to be discussed by the ministers of Home Affairs (Angola), Internal Administration (Portugal), Justice (Brazil) and Internal Order of other member States of the block.

According to the programme, the CPLP's Police heads will also gather on the sidelines of the forum, during which Angola will be represented by a delegation led by its general commander, Commissioner-General Ambrósio de Lemos, who is already been in Portugal since last Saturday with his entourage.

According to Roberto Leal Monteiro "Ngongo", the first event took place in Luanda, in which the participants decided that the concerted and cooperation forum of the Home ministry should also be created by the minister of the sector, to happen soon.

In this purpose, Portugal decided to host the event in April 2008, with view to give the concrete steps for the functioning of the association on members' statutes, rights, duties, fees, institutional cooperation, among other aspects.

Angola's Home minister Roberto Leal Monteiro, also guaranteed that his country will transmit the experience gained in the operations in the framework of the Southern African Development Community (SADC), in which he expects the forum bring constructive decision.

Still, the officials in charge of the organs of Civil Protection of CPLP will meet in Lisbon, Portugal, in order to analyse their cooperation, as well as to implement the common projects aimed at sharing experiences, stressed the minister, who is also the chairperson of the National Commission of Civil Protection, created under the decree of November 2003.

The Interior Ministry's delegation to the forum comprises commander of fire-fighter Department and executive coordinator of the National Commission of Civil Protection, Eugénio Laborinho, among other top officers of the Angolan police.
