Angola: Audit Court to Keep Tight Control Over Political Parties' Funds

Luanda — Angola's Audit Court (TC) Judge, Julião António, Wednesday in Luanda that the increased number of political parties in the country (98 legalised) hinders the control of the money the State allocates to them.

Julião António told the Angola's national radio station that, as soon as the TC increases the number of its staff, the management of the fund allocated to political parties and other institutions will fall under tighter control.

According to the judge, the TC, with seven years of existence, has already questioned the ex-president of Democrat Social Party (PSD), Bengui Pedro João, over mismanagement of State funds.

There are many parties, noted Julião António, and the amount they benefit (about USD 150,000) from should not engage the Audit Court's activity, to detriment of millions invested in public works.

In terms of the law, political parties with Parliament seats benefit from fund according to the number of their members in the National Assembly. The remainder parties get subsidies for solving pressing issues, said the judge.

As an example, he said that all political parties legally recognised are entitled to funds to cover expenses with the electoral registration process.

During the ordinary period of electoral registration, held between November 15, 2006 and June 15, 2007, the political parties got Usd 200,000, plus an additional Usd 100,000 for the extended phase of the process (July to September 2007).

For the present updating of electoral registration phase, the Government allocated over Usd SD 75,000 to each of the 98 legalised parties.
