Angola: Parliament Speaker Defends Continuous Training of Works Supervision

Luanda — The speaker of the National Assembly (Parliament) Roberto de Almeida, Thursday here defended the need for a continuous training of public works supervisors and strengthening of the capacities of the institutions tasked with checking mismanagement of State's infrastructures, that have been built during the period of peace.

The speaker of Angolan Parliament, who was speaking at an opening of international conference on "pre and post supervision of public works of national reconstruction" promoted by the Audit Court, said that control is a key element of all administrative activities in order to guarantee good management and just employment of short resources and less accessible.

According to Roberto de Almeida, the strengthening the Audit Court's competences, while defending tool of democratic legality and of the interests of the State as well as transparency and good governance are conditions to solidify citizens' trust.

The speaker of the National Assembly also said that the assessment of works, concerning their conservation and maintenance, is extremely important due to the existence of many undertakings which are inaugurated and later present signs of deterioration.

Roberto de Almeida also highlighted issues on responsibility of the public works owners in checking and supervising the undertakings.

"It is necessary to hold service providers accountable on how works are executed, because the existence of a broader supervision will save in the State's safe a lot of financial reserves that can be applied to other sectors, he stressed.

The parliamentarian underlined that all efforts of the national reconstruction that the country has been carrying out, demand more and more exemplary posture by those who have the responsibility to assume public works, in line with rules and transparency principles and good governance.

The conference on "pre and post supervision of public works of national reconstruction "is scheduled to end on Friday and it is part of the seventh anniversary of the Audit Court to be celebrated on April 12.

Experts from Angola, Brazil, Cape Verde, Portugal, Mozambique and Sao Tome and Principe are attending the conference.

Themes such as "Public works bidding and Contracting", "Public works supervision and use", " Preventive and consecutive supervision in the ambit of Audit Court competences "and "The general State account and its importance are to be discussed in the Conference.

Many individuals have attended the opening of the event, with highlight to the ministers of Territorial Administration, Virgílio de Fontes Pereira, Social Welfare, João Baptista Kussumua, and Public Works, Higino Carneiro.

In this session, a minute of silence has been rendered to the victims of DNIC's seven-storey building that collapsed last March 29.
