The Portuguese Audit Court counsellor, José Luís Pinto Almeida, Thursday in Luanda said that the activity of the Audit Court must be independent from the political power.

The Portuguese official said so while addressing the seminar on "Prior and ulterior control of national reconstruction public works".

He was delivering the topic "Preventive and running control within the powers of the Audit Court", an event sponsored by Angola's Audit Court that opened Thursday in Luanda.

José Luís Almeida said as well that prior control of contracts aims at checking for their legality and regularity, whereas the running one can be done at any moment with one or more entities after the contract signing.

According to him, in the light of the Portuguese experience, the purpose sought by the audit court is the public wellbeing, rather persecution of public managers.

The two days meeting is part of the celebrations of the seventh anniversary of the Angola Audit Court and is dealing with such topics as awarding of public works, control of public works and public debt in underdeveloped countries.

José Luís Pinto Almeida is 54 and is graduated in law. He is currently the counsellor to the Portugal's Audit Court, having in the past been Macau and Madeira Audit Court chief judge.
