Angola: Minister Calls for Preservation of Public Infrastructures

Angolan Public Works minister, Higino Carneiro, Thursday in Luanda called for unity the society in the use and preservation of public infra-structures, stressing that the preservation of the facilities are not an exclusive concern of the Government.
The government official said so during a conference on "Prior and ulterior control of the National Reconstruction Public Works", in the Palace of Congress, adding that this measure is the best way to transmit to the new generations the results of the national reconstruction process, in progress in the country since 2002.
"At a time in the countrywide are being carried out nearly 3,000 projects, their utility should be looked at in a pragmatic way since their durability depends on it," Higino Carneiro said, appealing for a change in attitude of the population and bigger public responsibility.
According to Higino Carneiro, there are public works whose use is regulated by norms and regulations, elaborated by the entities in charge, inline with the speciality that particularises their use and according to their objectives for which they were constructed, such as schools, hospitals, monuments, parks, cemeteries and administrative builds.
Speaking about the "Supervising and Use of Public Works", the minister outlined cases as burning of tyres on roads, pouring of oil on roads, as well as fall of the bridge over Lucala II River, caused by a lorry-driver with excessive load.
There are rules that define the procedures regarding road infrastructures, namely the decree number 77/91 that establishes measures of protection to the fundamental network of Angola Roads, the government official added.

The minister reaffirmed that the construction of public infra-structures are expensive to the State, stressing that people should cooperate with the Government in their preservation and management.
The conference on "Prior and ulterior control of national reconstruction public works ", is being promoted by the Audit Court in light of the commemorations of the 7th anniversary of this institution, on Saturday, April 12.
The event that is being attended by experts from Angola, Brazil, Cape Verde, Portugal, Mozambique and São Tome and Principe is due to end Friday.
