Kampala — In the aftermath of the September 11, 2001 attacks on America by the Al-Qaeda terrorists, informal money transfer systems (IMTS) became the subject of heightened attention around the world.

Strong concerns have been voiced about the actual and potential use of these unregulated systems by terrorist organizations as these systems have historically proven themselves to be one of the safest methods to transfer money without a trace.
