Cameroon: The Ambitious Yaounde 'Carrefour Préfecture' Roundabout

The Prime Minister, Head of Government, Ephraim Inoni last Friday, 11 April 2008 officially launched the construction work to transform "Carrefour Prefecture", in the northern districts of Yaounde into a roundabout with an underpass. "Carrefour Prefecture" also known as the Djoungolo Square in Cameroon's capital, Yaounde, is located between the Centre Provincial Governor's Office, the General Delegation for National Security and the Yaounde I Sub-divisional Office.

The project consists mainly of the Nlongkak -Ministry of External Relations Road, which has the heaviest traffic. In specific terms, the project area stretches from Rond Point Nlongkak to the Avenue De Gaulle intersection and the from the Cameroon Cultural Centre to the Rue CEPER junction. According to the Government Delegate to the Yaounde City Council, Gilbert Tsimi Evouna, the project is intended to improve traffic flow in order to promote economic activities and thus help the population in fighting against poverty. The contracting authority of the "Carrefour Prefecture" roundabout project is the Yaounde City Council, with the project engineer being Groupement EGIS ROUTE/EGIS Cameroun. The road construction company, RAZEL-Cameroun has 24 months to construct the roundabout whose official inauguration is expected in April 2010.

All the speakers during Friday's ground-breaking ceremony, lauded the fruitful cooperation ties between the government of Cameroon and her development partners. The modern roundabout is going to be constructed for an estimated cost of FCFA 10, 996,778,036 including tax. The project is jointly funded by the multilateral Heavily Indebted Poor Countries (HIPC) Initiative funds to the tune of FCFA 7, 118,778 036 and the Debt -Relief and Development (C2D) funds of FCFA 3, 878 ,000, 000 CFA francs. The Debt-Relief Development Agreement is the Franco- Cameroon bilateral component of the HIPC initiative. The funds for the project are all included in the Public Investment Budget of the Ministry of Urban Development and Housing. For the two years, RAZEL-Cameroun, will carry out work proper which consists of clearing the right-of-way and demolitions; do 72, 000 metres square of earthworks; construct 28, 200 metres square of bituminous roads; construct parking areas; and construct 5, 050 metre-long of gutters for draining of rainwater. The company will equally construct an underground structure with 4, 860 metres square of reinforced concrete; develop 6 500 metres square of landscape gardens and place road signs and street lights.

Prime Minister Ephraim Inoni, while launching the construction work, said it was part of President Paul Biya's "Greater Ambitions" programme for the country. The modern "Carrefour Prefecture" roundabout, he said, will make the capital city, more sparkling, welcoming, attractive, accessible and economically dynamic. He also announced the priority actions of the 2020 urban development plan of Yaounde, whose master plan is being finalised by the Ministry of Urban Development and Housing.
