Kenya: Kibaki Trains Talent Search On Varsities

President Kibaki stuck to the tradition of hiring Permanent Secretaries from universities and the private sector.

Top on the list of the new entrants was Dr Ludeki Chweya, a lecturer at the department of political science and public administration at the University of Nairobi.

Dr Chweya has been lecturing there since 1992. He was also an adviser of ODM-K presidential candidate Kalonzo Musyoka.

The Secretary of the newly formed Department of National Cohesion, Dr Kithure Kindiki, is another lecturer.

He has taught law at the University of Nairobi for over seven years.

He holds a PhD in International Law, and has acted as a consultant for the UN High Commissioner for Refugees and other UN agencies.

Prof Jacqueline Oduol, the new Secretary for children's affairs, was actively involved in ODM campaigns before last year's polls.

She was a member of the party's women's caucus.

Mr Thuita Mwangi is another new entrant, appointed PS in the ministry of Foreign Affairs. Mr Mwangi was formerly the director of the Horn of Africa division at the same ministry.

Experience

However, the President also picked a few PSs from the public service, including Mr Seno Nyakenyanya, the new Permanent Secretary in the ministry of State for National Heritage and Culture.

He was the former head of administration at the ministry of Youth Affairs. He has also served in the ministries of Foreign Affairs and the Attorney-General's Chambers.

Ms Amina Mohammed, the new PS in the ministry of Justice, National Cohesion and Constitutional Affairs, has vast experience.

She was Kenya's ambassador and permanent representative to the WTO, the UN and other international organisations in Geneva.

Mr Richard Ndubai, the new PS, Public Sector Reforms and Performance Contracting, is also a career civil servant. Before, he was secretary to the Performance Contracting Steering Committee secretariat.

Other new entrants are the former director of Medical Services, Dr James Nyikal.

He has been promoted to PS in the new Public Health ministry.

Also promoted was Mr Carey Orege, the new PS in the ministry of Regional Development Authorities.

He moves from the ministry of Roads and Public Works where he worked as Chief Engineer.

Create room

Ms Beatrice Wasike, the new PS in the ministry of Labour, was a PNU activist, who was dropped from the list of nominated MPs to create room for Ford-K chairman Musikari Kombo.

Ms Leah Gwiyo, PS in the ministry of Gender and Children Development, was a former deputy secretary in the ministry of Education, while the new Transport PS, Mr Abdulrazak Aden Ali, was the managing director of Ewaso Nyiro North Development Authority.
