Uganda: Govt to Revive Housing Cooperatives

HOUSING cooperative unions are back, the urban development state minister, Urban Tibamanya, has said.

The revival of the cooperatives was as a result of the increasing number of urban dwellers in need of decent homes.

Tibamanya, who addressed journalists at the Uganda Media Centre in Kampala yesterday, said guidelines for registering the unions with the Ministry of Trade and Industry had been approved.

A group with over 30 members is allowed to register as a housing cooperative. The programme is co-funded by the Swedish Cooperative Centre.

Tibamanya said the cooperatives would help people avoid high interest rates charged by commercial banks. "When people set up cooperatives, they can decide the interest rate to charge." The Government, he added, had injected sh30b in the Housing Finance Bank to help more people get homes.

The commissioner for housing, Samuel Mubaala, said informal settlements had increased in the city due to lack of proper housing policies.
