Liberia: Supreme Court Halts Suspension of TRC Commissioner

The Supreme Court of Liberia has placed a prohibition on the recent suspension of Cllr. Pearl Brown-Bull, one of the Commissioners of the Truth & Reconciliation Commission (TRC).

In a writ of prohibition to the Chairman of the TRC, Cllr. Jerome Verdier, the Clerk of the Supreme Court of Liberia, Martha G. Bryant ordered the parties to return to status quo ante and stay all further proceedings until otherwise ordered.

The Supreme Court further informed Brig. General Amos B. Kesseh Dickson, Marshall of the Court to instruct the respondent, Cllr. Jerome Verdier to file his returns to the writ in the office of the Clerk of the Supreme Court on or before the said 2nd day of May 2008.

Cllr. Bull was suspended recently by the Chairman of the TRC Cllr. Verdier for what he considered as conflict of interest. He contended that Cllr. Bull had taken assignment with the Public Procurement and Concession Commission (PPCC) something that breached the TRC Act.

But the Liberian female lawyer has since challenged her suspension terming it as unilateral. In her recent response to the suspension, Commissioner Bull argued that the decision by the TRC Chairman was unilateral and did not meet the consensus of the entire body. She denied ever taking assignment with the PPCC as alleged by Cllr. Verdier.

She contended that the Chairman of the TRC does not have the authority to suspend or to dismiss any of the commissioners, as they were all commissioned by the President of Liberia.
