Liberia: "Unmil Draw Down Plan Will Be Done Gradually"

The Secretary General of the United Nations, Mr. Ban Ki-Moon says the UN Mission in the country has embarked on the first phase of its draw down from the country in compliance with the Security Council Resolution 1777.
However, he noted that in September of this year, the Security Council would decide on the next phase of the draw down plan of the mission after reviewing the progress made by the Liberian government.
In an address to the joint session of the National Legislature yesterday before his departure from the country, the UN Secretary General said his recommendation to the council on the draw down plan, would be based on the approach the world body has used so far, which has to do with the gradual draw down of the UN Mission's military and police components, as it would be linked to the government of Liberia's ability to assume full responsibility for the national security of the country.
"Our common strategy goal is to ensure that the country has a solid security sector-One that can stand on its own feet before UNMIL completes its withdrawal," he said.
He added: "As we work together towards this shared goal, the United Nations will remain vigilant about any developments in the sub-region that could affect Liberia's peace and stability. I will do everything in my power to ensure that the gains you have made are safe and beyond jeopardy."
Later when he addressed the press on a wide range of issues, he further commented on the mission's draw down plan. In his comments at the press conference, which was held on the ground floor of the Ministry of Foreign Affairs minutes following his address to the National Legislature, Mr. Ban Ki-Moon stressed and assured Liberians that the mission draw down plan will proceed in a cautious and gradual manner.
"We will not put at risk the gains that have been made so far. A gradual withdrawal should allow the government of Liberia sufficient time to assume full responsibility for national security," the UN Boss stated.
He added that the GOL has made great strides in its recovery of conflict, but noted that there are still daunting challenges as more progress is needed in reforming the legal and judicial system and extending the rule of law process throughout the country.

"More remains to be done in reintegrating populations affected by war and promoting reconciliation and national unity. Big challenges remain in reconstruction and development. Delivering the peace dividend in these areas is necessary to underpin the stability that Liberians enjoy," he added.
He observed that although the GOL is working hard in partnership with the international community to surmount these challenges, something, which he noted has prompted a generous response from the international community in assisting the country.
The UN chief warned and then urged the international community to continue its assistance to Liberia but articulately warned that the opportunities toward the nation intended to improve the country, should not be squandered adding, "in this regard, it would be important for the Liberian people themselves to show their resolve to pursue peace, end corruption and improve the economy."
