Mozambique: Local Governments Must Show Leadership - Guebuza

Mozambican President Armando Guebuza on Saturday urged the members of local governments to stop acting simply as chiefs, and to promote good leadership practices so that their activities are reflected positively in improved living standards.
Guebuza was addressing an extraordinary meeting of the Nampula provincial government, held in Nametil, capital of Mogovolas district. The meeting marked the start of a five day working visit by Guebuza to this northern province.
He argued that good leadership is key to increasing production. The districts could not afford to wait from someone from outside to come along and build houses needed for teachers and other government staff.
He recalled that on many occasions, districts administrators had complained they don't have the staff they need in their districts because they cannot offer them houses. But was there really a shortage of raw materials to make bricks in the districts?
He found it inexplicable that an Administrator could sit back, cross his arms and complain of a shortage of staff, simply because he had never taken the initiative to have decent houses built with locally produced bricks. Guebuza was sure that such houses, of reasonable quality, would help attract the staff needed.
"Let us not hold up development", Guebuza declared. "We must make use of the leadership capacity that many of us have in order to help overcome difficulties. For example, district administrators must be chiefs, but at the same time they must be leaders so that we can achieve good results very urgently".
For the President, leadership must also be expressed positively in food production, particularly when faced with the current international food crisis. "Increased production must begin today and not tomorrow. Nampula enjoys all the conditions to command solutions to the food crisis", he declared. Merely because Nampula already grows a great deal of cassava was no reason not to produce more, and send it to other parts of the country he added.

Guebuza warned that the international food crisis might eventually affect everybody. It was the government's responsibility to reduce the impact of this crisis, he added, and the government had already developed some ideas, which would soon be put before Mozambican society and particularly before the business class.
