Uganda: Luboobi's Foreign Travel Restricted

Kampala — Makerere Vice-Chancellor Livingstone Luboobi will travel abroad only with the permission of the chairman of the University Council, Sunday Monitor has learnt.

The travel restriction will stay "until the university sorts out problems it is currently faced with", a source who attended a Council meeting on Thursday said.

The University Council is the highest decision-making body at Makerere. The Council accuses Prof. Luboobi, his deputy in charge of finance and administration, Dr David Bakibinga, and University Secretary Sam Akorimo of not exhibiting sound leadership. Makerere is beset with accusations of poor financial management and declining academic standards, something that has seen lecturers go on strike more often in the last few years.

Council Chairman Matthew Rukikaire said what his Council had decided upon was not a subject for the media.
