Huambo — Angolan Home Affairs minister, Roberto Leal Monteiro "Ngongo", announced Friday in central Huambo province, that the central organs and provincial delegations of his ministry will be reinforced with human and material resources in order to secure orderly legislative elections in the country, set for September this year.
The official was speaking at the closing of the broad consultative council of the Home Affairs Ministry held in Huambo city from April 22-25.
According to him, in addition to its daily job, the Home Affairs Ministry this year is tasked with relevant responsibilities in the political, social and institutional framework, to enhance the guarantee of public order, tranquillity and be ready during and after elections.
To this end, he also said, there is need to reinforce the organ with human and material resources in order for it to accomplish the specific missions in this period of high responsibility of the ministry.
The official underlined that the holding of the consultative council in Huambo province is part of the Ministry's local follow-up initiative.
On the other hand, Roberto Leal Monteiro "Ngongo" revealed that the Cabinet Council approved on April 16 important laws on prison services, uniforms, grades and distinctive, in the framework of the ministry's institutional reinforcement.
According to the official, the approval of these laws will allow the ministry to cover a legislative gap and contribute for the normal exercise of the prison activity in the country.
He also said that the Government approved for his ministry the institutionalisation of the social protection system, a legislative instrument that he considered as fundamental for the dignification of the special careers regime workers.
Besides the laws above mentioned, Roberto Leal Monteiro "Ngongo" said that it is still a concern of the ministry that not all normative package of the Ministry "legislative edifice" has been approved.
Pending approval are such laws as on the organisation and activity of the national police, migration services, fire brigade and civil protection.
Meanwhile, the official recognised the cooperation and solidarity of the Angolan society in helping the Ministry and other concerned institutions with the situation that resulted from the collapse of the building of the National Department of Criminal Investigation (DNIC).
In his address, at the end of the consultative council, the Home minister appealed to the population to join the programme of disarming of citizens illegally owning fire-arms, handing them over voluntarily, because these arms may cause instability and insecurity.
As he said, there is need for a sense of peace, calling the attention and appealing to political parties, social organisations, churches, and other institutions to do their best so that the process of handing over of fire-arms may become a gain for all Angolans.
To the minister, the disarming is not a responsibility of the government and the police alone, but of the whole society.
Heads of central organs and provincial delegates of the Home Ministry attended the broad consultative council, which approved the action plan for this year.
