Namibia: Red Line to Be Moved

Government plans to relocate the Veterinary Cordon Fence, also known as the 'Red Line', north to the Angolan border, newly appointed Minster of Agriculture John Mutorwa said last week.

This, said Mutorwa, would be done to integrate communal farmers into the mainstream of the economy. However, he did not say when this would be done. Since Independence, communal farmers north of the Red Line have been calling on Government to remove the Red Line, saying it made their livestock less valuable. Mutorwa said livestock north of the Red Line fetched lower prices than those from commercial farms south of the fence, because of the belief that they were not as well fed or properly vaccinated.

However, he said vaccination campaigns against foot and mouth disease and lung disease were being carried out annually in areas north of the Red Line. "The favourable animal health status allowed the continued export of beef, mutton and venison to South Africa and the European Union," said Mutorwa. Mutorwa made these remarks when he was motivating his Ministry's allocation in the 2008/2008 National Budget in the National Assembly on Friday.

He said his Ministry would need N$82 million for vaccination campaigns this year, and N$16 million for the construction of veterinary clinics, offices and accommodation facilities, expansion and improvement of the veterinary laboratory as well as for the relocation of the veterinary cordon fence.
