Nairobi — The House has finally constituted the Parliamentary Service Commission (PSC), two key watchdog and several departmental committees that are crucial in the running of business.
The PSC, which is headed by the House Speaker, is responsible for the day-to-day running and administration of Parliament - both for MPs and staff members.
Usually, the commission is not disbanded when Parliament is dissolved until another is constituted. The list of names of the committee members was tabled in the House by the Vice-President and Leader of Government Business, Mr Kalonzo Musyoka, after weeks of consultation among party whips in the coalition.
Some disgruntled MPs, who felt left out of the Cabinet, have been named in sessional and department committees.
With the constitution of the committees, the next level will be the election of various chairpersons. Traditionally, Opposition members chair the key watchdog committees, the Public Accounts Committee (PAC) and the Public Investments Committee (PIC).
But with the coalition Government that brings together the major parties, there is no Opposition to talk about in the House.
The only MP considered to be in the Opposition, according to the Parliamentary Standing Orders, is Lugari MP, Mr Cyrus Jirongo of Kaddu. He has been nominated to the PIC.
But disappointingly, women have been for the first time left out of the key committees. Several female MPs who were not named in the Cabinet and qualify for the committees have been left out of the crucial PSC, PIC and PAC.
Those appointed to the PSC are Speaker Kenneth Marende, Kalonzo, Mr Joseph Lekuton, Mr Mwathi Peter, Mr Walter Nyambati, Mr Kamau Jamleck, Mr Zakayo Cheruiyot, Mr Chris Okemo, Mr Olago Aluoch and Mr Julius Murgor.
The PIC has Mr Muoki Daniel, Mr George Thuo, Mr Elias Mbau, Mr David Ngugi, Dr Bonny Khalwale, Mr Muthengi Mwiru, Mr Thomas Mwadeghu, Mr Francis Ganya, Dr Julius Kones, Mr Boaz Kaino and Mr Charles Onyancha.
The PIC has Mr Johnstone Muthama, Dr David Eseli, Mr Linturi Mithika, Mr Ephraim Maina, Mr Nemesysus Warugongo, Mr David Were, Mr John Mbandi, Mr Sammy Mwaita, Jirongo, Mr Lukas Kigen, and Mr Yusuf Chanzu,
The Constituencies Development Fund (CDF) committee has Mr F T Nyammo, Mr Wilfred Ombui, Mr Charles Kilonzo, Mr Nasi Nur, Mr Ekwee Ethuro, Mr Nicholas Gumbo, Mr Magerer Lagat, Mr Evans Akula, Mr Moses Lesonett, Mr Charles Lugano, and Mr Charles Nyamai.
The Energy, Communications and Public Works Committee comprises Mr Kambi Kazungu, Mr Maina Kamau, Mr Clement Wambugu, Mr Isaac Muoki, Mr Emilio Kathuri, Mr James Rege, Mr Ekwee Ethuro, Mr Nicholas Gumbo, Mr Charles Lugano, Mr Edwin Yinda and Mr Charles Nyamai.
The Agriculture, Lands and Natural Resources committee has Mr Erastus Mureithi, Mr John Mututho, Mr Silas Rutere, Mr Benson Mbai, Mr Kambi Kazungu, Mr Victor Munyaka, Mr Franklin Bett, Mr Evans Akula, Mr Peris Chepchumba, Mr Robert Monda and Mr Benjamin Washiali.
The Education, Research and Technology Committee members are Mr David Mwaura, Mr Barnabas Muturi, Mr Peter Gitau, Ms Shakila Abdalla, Mr Adan Keynan, Mr Jamleck Kamau, Mr Danson Mwakilugwa, Mr David Koech, Mr Alfred Odhiambo, Mr John Pesa, and Mr Isaac Ruto.
The Administration of Justice and Legal Affairs Committee has Mr Abdikadir Mohammed, the Rev Mutava Musyimi, Mr Eugene Wamalwa, Ms Amina Abdalla, Mr George Nyamweya, Mr Peter Baiya, Ms Millie Odhiambo, Mr Isaac Ruto, Mr Ababu Namwamba, Mr Olago Aluoch and Mr Alfred Sambu.
The Defence and Foreign Relations Committee comprises Mr Kiema Kilonzo, Mr Eugene Wamalwa, Mr Mohammed Affey, Mr Kioni Ngayu, Mr Aden Keynan, Mr Hassan Joho, Mr John Mbandi, Mr Joshua Kutuny, Mr Edick Anyanga, Mr Benedict Gunda and Mr Wilson Litole.
The Finance, Planning and Trade Committee has Prof Kyalo Kaloki, Mr Lenny Kivuti, Mr Nelson Gaichuhie, Mr Bahari Ali, Mr Musikari Kombo, Mr Ntoithia M'Mithiaru, Mr Chris Okemo, Mr Nkoidila ole Lankas, Mr Jakoyo Midiwo, Mr Lukas Chepkitony and Mr Ahmed Shabbir Shakeel.
The Administration, National Security and Local Authorities has Mr Joseph Kiuna, Mr Ngata Kariuki, Mr Peter Kiilu, Mr Kungu Waibara, Mr Lewis Nguyai, Mr Mwalimu Mwahima, Mr Raphael Letimalo, Mr Mohammed Hussein Ali, Mr Fred Kapondi, Mr Cyprian Ojwang and Mr Pollyns Anyango.
The Health, Housing, Labour and Social Welfare Committee has Mr Abdirahman Hassan, Mr Stanley Githunguri, Mr Nur Nassir, Mr Benson Mbai, Dr Bonny Khalwale, Dr Victor Munyaka, Mr Elijah Lagat, Mr Sophia Abdi Noor, Mr Robert Monda, Mr Joseph Magwanga and Mr Fred Outa.
