Uganda: How Could Mpuuma Return That Money?

4 May 2008

opinion

This goes to the former MD of NSSF, Mr. Leonard Mpuuma, if you are reading this, get your right hand... lift it up... are you there? Good, lift it higher... okay, that's very good. Now SLAP yourself hard in the face!

I used to give you lots of respect but unfortunately I have to change my mind. You are a disgrace to the people of Uganda. In fact if I meet you any of these days I am going to punch you hard. How could you? Yes, I know you are wondering what you did this time but listen; what is this story that you refunded Shs50m to NSSF? What have you been smoking lately? What was going on in your head, who told you that in Uganda you just refund money like that?

Do you know how many markets that money can buy? Do you know how many MP's that money can 'facilitate' to amend a constitution? Do you know how many chics can go down?

Anyway, I am hoping that the story is not true and some overzealous journalist is just making it up. By the way, you are charged with my first cousin Jeff but have you seen him refund anything? Even my fellow Westerner (from West Nile) Zoe fled, so who are you to denigrate the integrity of Ugandans?

How do you pay back money just because some ka magistrate called Tibulya (more like Tozilya!) has said that you should refund? Don't you know that in this country we don't own up to s**t we have caused? You are charged with abuse of office (can you imagine abuse of a mere office), I know of people who were charged with abuse of drugs a.k.a GAAVI but they simply asked 'where were you?' I also know of people who are convicted of causing financial losses and they get bail (after conviction!!!) by just a simple phone call! Mr. Mpuuma, don't be as dense as Kibaki as not to learn from people near you.

Now I hear you also have another case of taking a bribe and you (at this rate) might also make a mistake of paying back that money, but I beg you not to. The first family has taught us that bribes can be taken as long as you utilise them wisely. The Presidents own brother took (his own admission) a bribe over the junk choppers and just used to facilitate soldiers in Gulu, and he was forgiven! So Mr. Mpuuma, when Court asks you what you did with that bribe, you say you gave it to soldiers in Gulu!

I feel like crying when I hear that you have accepted to pay 10 million shillings per month for five months on top of the Shs50m. Now, I would have beaten you up if only it wasn't criminal. Shs10m monthly for what? Where were they when you were fighting for the liberation of that money?

If I were you Mr. Mpuuma, I would befriend Gen. Saleh or just start moving around with copies of Sowing the Mustard Seed! So what do you think about the Fourth term?
