Zambia will today host the International Conference on the Great Lakes Region (ICGLR) in collaboration with the United Nations Development Programme (UNDP) and the National Coordination Mechanism of Zambia.

The regional planning conference would focus on the implementation of the projects of the thematic cluster "Democracy and Good Governance" of the ICGLR. Executive secretary of ICGLR, Liberata Mulamula, arrived yesterday in Zambia for the five-day conference to be held at Pamodzi Hotel.

Ms Mulamula was met at Lusaka International Airport by Zambia's special envoy to the Great Lakes, Siteke Mwale. The objective of the conference is to achieve common understanding and consensus among stakeholders on the next steps to take in starting implementation of individual projects and protocols on democracy and good governance. According to a statement released by the ICGLR in Lusaka yesterday, the conference would come up with a road-map, with feasible implementation strategies, implementing institutions determined and bankable budgets produced which would be submitted to member-states and the special fund for reconstruction and development.

Participants to the conference would be from the 11 member-states, representatives of different lead agencies and implementing partners, representatives of regional economic communities and national coordinators of member-states and ICGLR staff. The statement said on December 15, 2006, heads of State and government of the ICGLR signed a pact on security, stability and development in the Great Lakes region in Dar-es-Salaam, which materialised their determination to transform the region into a space of sustainable peace and security. The pact also spelt out political and social stability, shared growth and development, a space of cooperation based on convergent strategies and policies driven by a common destiny.

The programme of action relating to the promotion of good governance and democracy has set itself the vision of creating a region characterised by deeply entrenched values, principles and norms on democracy, good governance and observance of human rights. The programme was structured into three sub progarmmes which were the rule of law, the fight against crimes against humanity and human rights.

The programme also looked at the consolidation of democratisation processes, rational management of resources. Foreign Affairs Minister, Kabinga Pande, is scheduled to officially open the conference.
