Uganda: LC5 to Punish Aids Funds Swindlers

Kampala — CIVIL servants of Masaka district who swindle money from the Global Funds to fight AIDS, tuberculosis and malaria are in for tough times.

The LC5 chairman, Vincent Sempijja, said he would instruct the Police to arrest and charge anyone implicated in stealing or misusing the funds.

He was speaking last week at Bwala Social Centre during the announcement of a $84m (sh141b) grant to the district for fighting AIDS, malaria and tuberculosis. In attendance were religious and local leaders plus the civil society.

Sempijja asked religious leaders to stop campaigning against the use of condoms since it was one of the major ways through which AIDS could be prevented.

The assistant chief administrative officer, Yusuf Senteza who is also in charge of the funds in Masaka, Sembabule and Kalangala, said 33% of it all would allocated to the NGOs whose proposals were approved.

He explained the money would cover the first phase expected to last two years.

The Global Fund and the Irish government, Senteza said, had sent the money through the local government ministry and it would be available by August.

"It is surprising to find that are people who do not care about their fellow Ugandans living with AIDS and orphans by stealing money meant for interventions," he said.

The Masaka director of health services, Dr. Stuart Musisi, advised men to go slow on circumcision as an AIDS prevention mechanism.

"This measure is more practical to those who were circumcised while still young. It can also reduce the chances of infection for adults who are ready to abstain from sex for 40 days and above."

He explained that the wound would effectively heal after 40 days.
