The Auditor-General, Mr. Edward Dua Agyemang on Monday challenged members of the Audit Report Implementation Committee (ARIC) of the Internal Audit Agency (IAA) to be up and doing in order to ensure good governance in the country.

Mr. Agyemang was speaking at an orientation workshop for members of ARIC in Accra. According to him, members need to improve their knowledge, "So that they can be swift and ensure firmness but fairness in the discharge of their duties".

He indicated that the primary work of the Audit Implementation Committee was to promote the effective functioning of Internal Audit unit and follow up on implementation of audit recommendations; leading to an efficient utilisation of public resources in line with the objectives of the public financial Management Reform Programme.

(PUFMARP) Mr. Dua further stated that the frameworks for professional practice of Internal Auditing issued by the Institute of Internal Auditing require organisations to have effective Audit committees.

He added that the Internal Audit Agency and the Ghana Audit Service have collaborated to monitor the establishment and the functioning of Audit Report Implementation committees. "I am informed that at the end of the first quarter of 2008, 101 MDAs and 50 MMDs have reported the establishment of their Audit Report implementation committees to the Internal Audit Agency," he added.

Mr. Edward Dua Agyemang explained that an Audit Report implementation committee is mandated to ensure the implementation of recommendations in all audit reports of every MDA and MMDA. Enumerating the responsibilities of the Audit Report Implementation committee, the Auditor-General pointed out that the committee was to ensure that the heads of institutions, body or organisations pursue the review and implementation of matters in all audit reports, review financial matters in all audit reports as well as those raised in the reports of Internal Monitoring Units.

He said, this also ensures prepared statements showing the status of implementation of recommendations made in all audit reports as well as the Auditor-General's reports which have been accepted by parliament and other related directives of parliament.

Mr. Dua Agyemang further stated that with regard to internal audit and audit report implementation, the Committee would review and advise on the strategic and annual internal audit plans and monitor the performance of internal Audit Unit against its annual internal audit plans and strategic plans. Throwing light on issues of laws and financial regulations, he said the committee would obtain regular updates from management regarding compliance matters that may have a material impact on the MDA/MMDA accounting records or compliance regulations.
