Local authorities in Mashonaland East Province are yet to register sand and clay abstraction sites with the Environmental Management Agency in accordance with a Statutory Instrument of the EMA Act which came into effect early last year.

To date, a Chitungwiza company has registered one excavation site in the whole province.

EMA provincial chief environment officer Mr Robson Mavondo said the local authorities have not applied for permits because they did not offer their land rehabilitation plans.

"I would like to issue a strong warning that construction of any kind will cease in towns and growth points across the province unless local authorities have the abstraction sites registered with my department because legally speaking, there should be no construction taking place."

He pointed out that he had visited all councils educating them on the new regulations and warning them to stop giving permits for sand excavation from unregistered sites but they had not bothered to comply with the directive.
