Uganda: Nakaseke CAO in Trouble Over Forged Academic Documents

The Inspector General of Government, Ms Faith Mwondha has ordered the Permanent Secretary in the Ministry of Local Government to initiate disciplinary action against a former Nakaseke chief administrative officer for fraudulently obtaining academic documents.

The former Cao, Mr Andrew Kyamanywa has since left the office but remains acting assistant Cao, an office that requires similar qualifications.

In a letter copied to Nakaseke District and Nkumba University, dated April 9, 2008, the IGG said Mr Andrew Kyamanywa does not have the qualifications to be a Cao and that his service should be terminated.

"The Permanent Secretary, Ministry of Local Government should initiate disciplinary proceedings against Mr Tumusiime K. Andrew Kyamanywa aimed at terminating his employment with Local Government," read part of the letter.

The IGG said Makerere College of Commerce (MCC) where Mr Kyamanywa acquired his diploma was not registered with the Ministry of Education and Sports and therefore academic documents issued by the college are a nullity.

She also wondered how Nkumba University could admit Mr Kyamanywa with no qualifications basing on only one principle pass in Divinity at UACE and a null diploma.

When contacted Mr Kyamanywa declined to comment on the report but said he is a highly professional person in academics and in Public Service.

"I can't give my comment because I am a victim and let the person who gave you the documents furnish you with the details," Mr Kyamanywa told Daily Monitor in a telephone interview on Monday.

Mr Kyamanywa has been working as Nakaseke Cao since 2005.

Last month, he handed over office to a new Cao, Mr Emmanuel Sennoga.

The recommendations followed an investigation into the academic qualifications of Mr Kyamanywa, who claimed to have a diploma, degree and postgraduate diploma.

"In view of the above, therefore, it has been concluded that Mr Tumusiime K. Andrew Kyamanywa's diploma, first and second degree qualifications are all false and as such his recruitment into the public service based on the said qualifications was irregular," the IGG wrote.

The IGG also recommended that Mr Kyamanywa refunds all the money paid to him in salaries while working as a Cao.

According to the documents Mr Kyamanywa presented to Public Service, he claimed to have a diploma in Business Administration from MCC, a Bachelors degree in Public Administration and Management from Nkumba University and a postgraduate diploma.

"His admission by Nkumba University was therefore irregular. In addition to his irregular admission, Mr Tumusiime K. Andrew Kyamanywa did not complete his undergraduate course.

He started a postgraduate course in March 1993 when he was still left with one term to complete the undergraduate course," the IGG said.

According to the IGG letter, Mr Kyamanywa's Ordinary and Advanced level certificates are his only genuine academic documents.
