Parliament has asked the finance ministry for an additional sh23b for the construction of a new chamber and furnishing MPs' offices.

The deputy clerk, Chris Kaija, yesterday told the budget committee that the expansion would take sh10b. He was explaining the budget of the Parliamentary Commission for the 2008/09 financial year.

The present chamber, Kaija explained, could not accommodate the ever increasing number of MPs. "There are 332 MPs and we are expecting more from the recently proposed new districts. The NRM side is the worst affected. We also need to furnish their offices on Baumann House." However, before Kaija completed his submission, the finance ministry's permanent secretary, Chris Kassami, demanded that he first accounts for the development funds he was given last financial year.

"If you don't use the money, what do you expect us to do? If you have no capacity, you can't come to ask for more money. It's unfair to us." Parliament received sh19.6b for 2007/08 financial year. This year, the Ministry of Finance allocated to the institution sh9.16b.
