A law to ensure that road users pay money to maintain the transport network will soon be enacted. The Uganda Road Fund Act 2007,now being scrutinised by the parliamentary committee on finance, was presented in Parliament in February.

The committee vice-chairperson, Mudimi Wamakuyu (NRM), said the Bill proposes a fuel levy on diesel and petrol.

"Funds will be generated from international transit fees levied on vehicles entering Uganda, overloaded trucks, bridge and road tolls," Wamakuyu said.

The MPs proposed that 60% of the funds be used maintain national roads, 20% district roads, 10% cater for constituency roads and 10% administer the fund. Tindamanyire Kabando (NRM) said the improved roads would create a conducive environment for economic growth.

However, Buvuma MP William Nsubuga criticised the Bill for not addressing the water transport problems. "Fishermen and other water transport users will not benefit from the Bill because the fund only maintain roads."
