Angola: National Council Unveils 11 Child Protection Commitments

The president of the National Children Council (CNAC), João Baptista Kussumua, Wednesday in Malanje presented the 11 commitments on child protection undertaken by Angolan Government at the 3rd National Forum on Children held in 2007, in Luanda.

Opening the meting with representatives of the sector in various provinces of the country, João Baptista Kussumua, said such events are intended to inform the provincial governments about the mechanisms for the implementation of the commitments, as well as their inclusion in the plans and budgets of the provinces, districts and communes.

He also stated that the Central Government of Angola has approved and undertaken the 11 commitments to be developed and implemented by all ministerial sectors, provincial governments and other organisations with a view to the protection, survival and development of children.

"The provincial governments must take as well the content of the resolutions, as the tasks that are part of these commitments must be carried out at the level of districts, communes, villages and communities," said the official.

According to him, the Government has approved the commitments with a view to maximising the efforts that can be associated at the level of various ministries, as the matter of child does concern the Social Welfare Ministry (Minars) alone, but all other ministries.

João Baptista Kussumua added that the provincial governments must feel the children concerns and provide them with a sound environment, with vaccines, drinking water, moquito nets, education, food, birth registration and other benefits.

At the few-hour event, the participants analysed the 11 commitments listed as follows: life expectancy, food and nutritional security, birth registration, early childhood education, primary education, juvenile justice, prevention and reduction of Hiv/Aids impact on families and children, prevention and mitigation of violence against children, family competence, child and social communication and child and state's budget.

The event was attended by provincial government members, representatives of Non-Governmental Organisations, political parties, national police, churches and Unicef.

The National Children Council is an organ of social concert tasked with following up and controlling the execution of public policies, promotion and defence of child rights.
