Simba Sports Club chairman of players' registration committee Evans Aveva yesterday said Henry Joseph was free to join rivals Young Africans.
He said there is no reason to hold the player, but what is required is for Yanga officials to follow transfer formalities to avoid any tug-of-war between the rival teams.
The Simba official said of late Joseph has captured headlines in the local media linking him to an impending move to the rival side.
Aveva said Simba have no grounds whatsoever to restrict Joseph if he intents to cross to Yanga for the next league season.
"It's up to Yanga officials to make an approach so that we negotiate and effect a smooth transfer of the player", said Aveva.
According to Aveva, Joseph has so far not stated if he intends to join Yanga.
Neither has he refuted the persistent media coverage, the Simba official said.
Joseph refused to travel with Simba during a penultimate Mainland soccer league match against Kagera Sugar played at Kaitaba Stadium in Mbeya last month.
Aveva said the player was dully informed of the trip but would not honour the call for no apparent reason.
During last year's league season, Simba were involved in a bitter confrontation as Athumani Idd wanted to join Yanga.
The two archrivals were caught in a dramatic see-saw affair that eventually needed the intervention of the Tanzania Football Federation (TFF).
Aveva ruled out any possibility of another Simba player, Kelvin Yondani, crossing to Yanga.

He said whatever was going on through the media was completely misleading as he was sure the player would 'never' join Yanga.
"Yondani will continue to play for our team; he is here to stay", he emphasized.
The Simba executive committee expects to convene a meeting to discuss, among other things, registration strategies for the new season.
