Uganda: Districts Warned On Diverting UPE Funds

District finance officers have been warned against diverting school grants to finance other activities.
According to the primary education state minister, Peter Lokeris, diverting the funds affects the success of the Universal Primary Education (UPE) programme.
"District authorities shamelessly spend school grants on personal interests in the guise of financial flexibility, compelling schools to operate under dire situations," Lokeris said last week.
"The Government allocates grants to districts but chief administrative officers use the money to buy sleek cars for the district chairpersons instead of buying teaching materials."
The minister made the remarks during a function at which pupils, who excelled in last year's Primary Leaving Examinations, were rewarded. On promotions, Lokeris said many teachers were engaged in sorcery and witchcraft to get to higher offices.

He explained that the Ministry of Education was working with Parliament to establish a framework where teachers will be promoted without becoming head teachers. He said qualified teachers, who have a lot of experience and meet their targets, would be paid higher salaries.
The event, which was held at Kisoko sub-county headquarters, was organised by the West Budama MP, William Okecho.
Teachers of the schools that performed well were also rewarded. Textbooks were among the prizes the pupils received.
