THE Ministry of Education has selected 12 districts for special attention because of poor performance over the years.

Minister Namirembe Bitamazire last week told the Japanese Ambassador, Keiichi Kato, during a meeting at her office in Kampala that the districts had not performed to the ministry's expectations.

They are Amuru, Oyam, Bududa, Bukedea, Lyantonde, Mubende, Kyenjojo, Bulisa, Nakapiripirit, Kaabong, Arua and Nebbi.

"We are looking at equipping them with more staff, instructional materials, training and retraining of teachers, construction of more classrooms and teachers' houses and regular visits," said Bitamazire.

Kato was touched by the increasing school drop-out rate despite the Government's efforts at making primary and secondary education free.

Bitamazire blamed the drop-out rate on rampant poverty on early marriages among girls and the desire by boys to opt for petty jobs instead of school.

"Parents still find problems in buying basic items like books. Many drop out to concentrate on agriculture to get money."

She stated that a policy on compulsory primary education was ready.
