Reacting to the recent spate of killings, rape and robbery in the city, the Police concentrated on averting such crimes. That is a good thing, but ignoring the prevalence of thuggery in the city suburbs would be fatal.

Following the 'overpolicing' of the city centre and posh suburbs, the majority of the thugs retreated to the outer divisions, where they terrorise the people. Why 'overpolice' the city centre, where virtually every business premises has an armed security guard and alarm systems?
