Accra — Mr. Dan Lartey the Leader of the Great Consolidated Popular Party (GCPP) has cautioned the Institute of Multiparty Democracy (IMD) of the Netherlands to desist from financially assisting the four politcal parties in the country.
Supporting his claim in a follow up interview with the ADM in Accra, he made reference to a document "The Platform Framework Protocol", which is a Memorandum of Understanding (MOU) made on January 14 2003 between Mr. Roel Von Meijenfeldt Director of IMD, Mr. Dan Botwe, Dr. Josiah Aryeh, Dr. Nii Noi Dowuona, Mr. Gabriel Pwamang and Dr. Charles Mensa the then general secretaries of the NPP, NDC, CPP, PNC and president of IEA respectively.
Mr. Lartey said the 1992 constitution does not allow any "foreign force" to control Ghana's elections.
According to the MOU the role of the IMD was "to facilitate and provide financial support to the programmes and activities of the platform formulated: that the IMD shall appoint a liaison officer who shall work in close collaboration with IEA, supervise the administration of the financial support provided by IMD to the registered political parties."
Mr. Larty told the ADM :"My friend, all these things are going on and the IEA is supervising it ... you see I don't talk without facts and evidence, you see you are talking to your grandfather, I don't speak what I have no idea about."
The MOU said the IEA among other things would be responsible for the overall supervision of the activities of the platform; assist the registered political parties in the formation of programmes and activities of the platform, oversee the utilization of the funds provided by IMD and quarterly submit reports of such utilization.
Mr. Lartey is challenging the constitutionality of the IEA and what legal backing it has as a body to carry out its activities. He accused the IEA of wanting to be "kingmakers"
