Uganda: Blacklist Shoddy Contractors, Urges PPDA Chief

COMPANIES that do shoddy road works should be blacklisted so that they are not awarded any future deals, a top official has proposed. "We have asked the Government to identify companies that construct substandard roads so that they can be blacklisted in order not to win any more tenders," said Edgar Agaba, the executive director of the Public Procurement and Disposal of Assets Authority (PPDA).

"There is a lot of shoddy work done by construction companies especially on the roads. "Roads don't last as they are supposed due to poor workmanship.

"We want the works ministry to recommend companies that do not meet specifications so that we blacklist them but we have got no response," he fumed at the launch of the Institute of Procurement Professionals of Uganda at Imperial Royale Hotel over the weekend.

"We cannot blacklist a company that won a tender but did shoddy work without the recommendation from the employer (works ministry)," Agaba argued.

He explained that it was the Government or ministries that award tenders, which should recommend a company for blacklisting.

He disclosed that due to poor road network in the country, PPDA was organising a workshop to identify the causes of shoddy work on the roads.

"We are spending a lot of money in road construction and that is why we are organising a workshop to identify the reasons why the road network is getting worse every day.

"Is it due to poor procurement or it is lack of professionalism?" he queried. Agaba urged procurement professionals to maintain high standards of procurement and supply chain adherence.

"Continuous professional development and adherence to the best procurement practices especially for self and colleagues at work is very important," he insisted.
