Luanda — Angola's State Budget transparency is much more than six years ago, said Tuesday in Luanda economist Alves da Rocha, while speaking on "State Budget Drafting and its principles".
Alves da Rocha was speaking at the International Conference on "State Budget Control Systems) taking place in Luanda, jointly sponsored by the Open Society, the Angola Political, Social Observatory and Friedrich Ebert.
According to him, this is owed to the fact that there has been a major technical skill on the part of the Government in doing things.
He said as well drafting the State Budget without transparency is harder and more complicated nowadays in Angola, because of the situation of peace and the society's capacity of intervention on the issue.
The expert said as well the State Budge should not be permanently altered or else it will create uncertainty and suspicion on the part of economic operators who arrange their plans based on it.
Alves da Rocha stated as well that the drafting of the Budget should take into account the regional community of which the country is part, rather than in isolation.
The International Conference on State Budge Systems of Control that is closing Wednesday, is tackling such topics as "State Budget Drafting and its principles", "Angola Government's Budgetary policy" "State Budget and human rights" and "Participative drafting of State Budget"
"The juridical framework of State Budget transparency in Angola" and "The role of Audit Court in controlling the State Budget's performance", are another topics being dealt with at the Conference.
