THE meeting scheduled between LRA leader Joseph Kony and northern leaders once again flopped after he failed to appear. MPs, religious, traditional and local leaders had been waiting for Kony in Nabanga since May 10.

The meeting should have taken place at his jungle hideout of Ri-Kwangba.

Sources in South Sudan had reported that Kony was camped between Garamba and the Congo border, while a team led by one of his commanders, Lt. Col. Opio, had been in Ri-Kwangba for the last one week.

Sources yesterday said the leaders, who were accompanied by the LRA peace team led by Dr. James Obita, had returned to Juba. On April 10, Kony failed to sign the final peace agreement at Ri-Kwangba.

The two incidents have cast a shadow over the peace process that is expected to bring the 20-year-long war that has ravaged northern Uganda to an end.

There has been calm for the last two years since the peace talks started. Many displaced persons returned home and the Government had started to rehabilitate the region.

Kony had called the leaders to explain to him the implications of the peace deal and the accountability and reconciliation agreement. He also wanted to know about the traditional justice system and the special division of the High Court that is expected to try him.
