The Integrated Facility Management Services Limited said yesterday that it followed the due process in bidding for management of Abuja's Eagle Square and the International Conference Centre and won the bid on merit.

The company's press statement was a reaction to a newspaper report yesterday, which suggested that the concessioning of the facilities were approved by former FCT minister Malam Nasir el-Rufai in controversial circumstances.

"In line with the federal government of Nigeria policy on public-private partnership, Integrated Facility Management Services Limited (IFMSL) responded to the advert on Daily Trust newspaper dated December 9, 2004, for the expression of interest for the operation and management of the Abuja International Conference Centre and Eagle Square arena," the company stated.

"Fourteen companies responded and all were pre-qualified and thereafter invited to collect bid documents. Nine companies paid for and collected bidding documents. At the expiration of deadline of May 26, 2005 four companies had completed and submitted tender document."

It said that bids were opened same day at Rock View Hotel and the companies that bid include, Integrated Facility Management Services Ltd; Shelter Care FM Consult and Network Facility Managers adding that after careful evaluation of the bids it emerged as the preferred bidder, while the Shelter Care FM Consult emerged as the reserve bidder.

"FCT exco approved the appointment of IFMS as the operators and managers of ICC & ES. Operations and management agreement was signed between AIPDC & IFMSL on September 9, 2005," it added.

The facilities manager said when it took over and checked the status of equipment, it later realised that all the equipment were completely run down and needed either outright replacement or overhauling. "All the 3 No. 1150KVA generating sets were due for overhauling. All the automatic controls for generators, PHCN and air-conditioning system were obsolete and needed replacement. All the chiller and their controls and associated air conditioning system needed replacement. PA system/language translation equipment required overhauling", it stated.

The company added that since it took over; it had invested heavily on improvements of the structural and electrical facilities of the entire place.

On the recent visit to the facilities by some federal lawmakers, the company said on the May 13, 2008, chairman, members of the Senate committee on FCT, staff of the National Assembly and some media, visited the facilities it managed, Abuja International Conference Centre and the Eagle Square, Abuja to assess and inspect our operations.

"We conducted them round everywhere in both facilities they wished to see, they asked questions on some technical issues and equipment, on our part and in all respects, we gave them detailed information, explanation and answers to every issue raised, including but not limited to the enormous improvements we have made so far since we took over the management of the facilities," it said.

"During this tour by the committee, we do not recall anytime revenue generation was discussed with the sensational figures as reported. Indeed, it was at the end of the tour that the chairman asked us to submit a report of our activities since taking over the management of the facilities.
