Angola: Conference Recommends Stricter Control Over State Budget

Luanda — The International Conference on State Budget Controlling Systems that closed Wednesday in Luanda, recommended a stricter control over the State Budget in all its stages as a means to guaranteeing transparency.

The event that opened on Tuesday, mentioned the need for a more active action on the part of the organs involved in the control of the State Budget in order to secure its transparency and democracity.

The participants also agreed on the need for the creation of a juridical and legal plan that permits a major participation of the citizens in the control over the State Budget in their capacity as contributors to the State's revenues.

"Although the execution of the State Budget of the public units is already made online, there is still little information," said the event.

In the final communique, the participants highlight that the quality of the State Budget has also to do with the way the citizens participate in its discussion, having noted the absence of this element in its drafting.

The International Conference on State Budge Systems of Control that closed Wednesday, tackled such topics as "State Budget Drafting and its principles", "Angola Government's Budgetary policy" "State Budget and human rights" and "Participative drafting of State Budget."

"The juridical framework of State Budget transparency in Angola" and "The role of Audit Court in controlling the State Budget's performance", are another topics dealt with at the Conference.

The International Conference on State Budget Controlling Systems was jointly sponsored by the Open Society, the Angola Political and Social Observatory and Friedrich Ebert.
