Angola: Economist Defends Public Servants Declaration of Revenues

Angolan economist, Filomeno Vieira Lopes, Thursday in Luanda spoke out of the need for holders of public posts to declare their revenues with the Audit Court (TC).
According to the specialist was speaking on the role of the Audit Court in the control of the State Budget in Angola, at the International Conference on State Budget Controlling Systems that closed Wednesday.
He stressed that public servants should declare their revenues with the Audit Court as a means to prove the lawfulness of an eventual signs of wealth.
He said this would give the Audit Court a major investigation capacity and help find out whether or not eventual signs of wealth are associated with the post they hold within the State administration.
In his address, Filomeno Vieira Lopes mentioned the types of control the Audit Court can carry on the State Budget, as being preventive, successive and posterior.
"The State Budget must be controlled in all its stages, since drafting to execution," he stated.
He also spoke of the need for a stronger action on the part of the organs that participate in the control of the State Budget, as a means to guaranteeing its quality and democracity.
The International Conference on State Budget Controlling Systems that closed Wednesday in Luanda, was jointly sponsored by the Open Society, the Angola Political and Social Observatory and Friedrich Ebert.

The event tackled such topics as integrated system of state's financial management, the role of the civil society in monitoring and advocating on State Budget and challenges and opportunities for social monitoring in Angola.
