THE proposed Land Bill does not protect tenants and landlords former East African Community secretary Amanya Mushega has said.

Mushega, who was appearing before the legal and infrastructure committee yesterday, said: "The Bill does not outline how to deal with landlords or tenants. It was designed to protect them but it would enslave both of them in the long run."

Citing countries like South Africa, Palestine and Zimbabwe, Mushega argued that land issues were sensitive and should be handled carefully.

"Land matters have led to a number of wars in Africa and globally."

He attributed the rampant land evictions to weaknesses in the implementation of the law but argued that Uganda had enough laws to stop the evictions.

He proposed that a tax be levied on land to make it more productive and also widen the revenue base.

He called upon the Government to budget for compensation of land victims, which should be done transparently.
