Angola: Foreign Minister Urges for Rationalisation of Resources in Management of Peace

Angolan Foreign minister, João Bernardo de Miranda, Thursday in Luanda, called on the Central Africa States for the rationalisation of available financial resources and material means in the management of issues of peace and security in the region.

João Miranda, who was addressing the opening of the 27th ministerial meeting of the UN Standing Committee on disarmament in Central Africa, said there is need to readjust the positioning of this consultative forum to existing structures of the African Union.

The minister added that these structures are also designed for prevention, management and resolution of conflicts and associated matters, such as human beings trafficking, proliferation of small weapons, cross-border organised crime and others.

As he said, in the concrete case of Central Africa region, this structure is the Peace and Security Council of the Economic Community of Central Africa (Copax), that is articulated with the African Union Peace and Security Council that coordinates its action with the UN Security Council.

For this reason, the Angolan diplomat said, it is up to the Economic Community of Central Africa States (Eccas), through Copex, to channel all useful and necessary assistance, including the institutional one, to secure a good management of peace and security matters in the region, in a close articulation with the UN disarming bureau.

In his address, minister João Miranda mentioned the situation in various countries of the region, like the Democratic Republic of Congo, Burundi, Chad, Central Africa Republic, which worries the member States of the region.

The Foreign minister said as well that Central Africa has been making progress in the domain of construction and consolidation of the democratic and lawful states, with regular democratic elections in most of them.

In this regard, the minister mentioned the democratic conquests in the DRC and the fact that the country (Angola), with the consolidation of peace and national reconciliation, is heading for legislative elections in September this year and presidential poll in 2009.

For this reason, João Miranda said there is need for reinforced cooperation in matters of security to stamp out instability that attempt against the effort of respective countries towards the combat of poverty and economic and social underdevelopment.

The ceremony was attended by representatives of the organisation member countries, of the UN High Commissioner for Disarmament, Sérgio Duarte, Eccas, Egídio de Sousa Santos, and other figures.

The UN Standing Consultative Committee on Security in Central Africa, meets twice a year in each of the organisation's member countries.

At this meeting, Angola is taking up the chair of the Committee until September this year, before it is taken over by Gabon.
