South Africa: Tshwane Refutes Municipal Strike is Back On

The City of Tshwane on Tuesday refuted claims that the strike by the South African Municipal Workers Union (SAMWU) members was continuing after failed negotiations with the municipality.

According to Tshwane's Member of the Mayoral Committee responsible for Corporate and Shared Services, Gabriel Twala the strike is over.

"Those workers who are said to be on strike are former employees of those companies that are contracted by the city," Mr Twala said.

He could, however, confirm that those workers who are on strike have been dismissed by the companies that used to employ them.

"I can confirm that because I have been in contact with the companies. Also, the court has declared the strike illegal and unprotected," he said.

The municipality said perhaps the union's leadership had misled its members.

"The city has no obligation to continue with negotiations because none of its employees are on strike.

"All 30 percent of our employees are back and our services are back to normal. We are simply engaging them now because we have a relationship with the union," added Mr Twala, after the meeting with SAMWU on Monday evening.

The union had requested the meeting with the municipality after the latter requested a joint statement be issued condemning an incident in which two refuse removal trucks were stoned and two employees were beaten up on Monday.

Municipal busses and waste removal services are reported to be on track. Litter and refuse had piled up in the streets of Pretoria during the strike and numerous commuters were left stranded.

Included in the unions' list of demands was that those workers employed by labour brokerage companies, who are contracted by the municipality, should be employed directly by the local authority.

Last week, the Tshwane Executive Mayor Gwen Ramokgopa said the two parties had reached an agreement to establish a technical team to assist in resolving the strike by municipal employees.
