Ghana: Comply With Minister's Directive - Chief Scout Urged

The Greater Accra Regional Scout Council has called on the Chief Scout Commissioner to comply with the directives from the Minister of Manpower, Youth and Employment for the National Youth Council (NYC) to appoint an External Management Committee to supervise and conduct this year's Annual General Meeting (AGM) to discuss problems of the Ghana Scout Association (GSA).

The Committee should also run the activities and ensure the restoration of proper administration of the GSA.

In a petition to the Minister of Manpower, Youth and Employment signed by 13 members of the Greater Accra Regional Scout Council made up of District Scout Commissioners, it accused the Chief Scout Commissioner of violating the GSA constitution by circumventing laid down procedures for getting a new constitution passed without members having the opportunity to discuss it before its implementation.

According to the Regional Council, the constitution of any organization could only be amended at an Annual General Meeting (AGM), which should authorize the National Executive Committee to effect changes.

According to the petition, Article 23 (1) of the GSA constitution states that, the National Scout Council may by a resolution supported by not less than two thirds of its members present, amend any provision provided at least 21 days notice of any amendment had been given.

It said that the role assigned to the President of Ghana to give assent to every chief scout commissioner had been deleted from the new constitution.

Members of the Regional Council stated that the purported new constitution, which was supposed to have come into force from January 10, 2008, had not even left the printing house but the Chief Scout Commissioner was foisting on the Association a document, which had not been approved by the AGM of the GSA.

They said that a cloud of uneasiness was hanging over the Association, which could degenerate into a legal battle because the top hierarchy of the GSA had neglected their concern, adding that, it had dragged the image of GSA into the mud and made it unattractive.

The Greater Accra Scout Council expressed its disappointment and disapproval of what they called "the boardroom antics" of the Chief Scout Commissioner and his Deputy, who had "hijacked" the activities enshrined in the constitution of the Association.

Members of the Regional Council stated that the tenure of the Chief Scout Commissioner had expired and he should have handed over to the NYC and the ad-hoc committee.
