Lagos — The Federal government plans to recruit 3000 graduates this year into the Civil service to fill the shortfall in the service.

Disclosing this Monday in Abuja during the yearly ministerial briefing, the Chairman of the Civil Service Commission, Ambassador Ahmed Gazali also said that 3,908 people have been recalled so far.

These are civil servants laid off in the aftermath of the civil service reform carried out under the Obasanjo administration while others have been paid their entitlements. A breakdown of the figure shows that 94 severed staff of the commission have collected their entitlement from the office of the Accountant General of the federation.

According to Amb.Gazali, "Provisional number of cases re-instated is put at 3,908, while a total of cases pending under disciplinary ground is 1,392". Commenting further, Gazali said "consequent upon the removal of officers from civil service, the federal civil service has been receiving and processing appeals from affected civil servants, and appeals are still being processed as they keep coming from the civil servants removed from various ministries, departments, and agencies, (MDAs)."

He noted that the commission has since stopped receiving appeals as the time frame set for such appeals lapsed in March this year. "Though the commission has stopped further action on receiving of appeals as the deadline is March 2008, there is time frame for the receipt of this appeal and any appeal that was not received by the commission before the stipulated period should be considered as time barred, which is May 2008. The chairman also confirmed that there has been an upsurge in both reasonable and frivolous litigations against the federal government represented by the Federal Civil Service Commission in the last twelve months.

He maintained that between January to May 2008 alone over 68 summons were received from the court by the federal civil commission, upon which it has entered appearance in all. Currently, he said the Commission has 12 appeals pending at the Court of Appeal Abuja, five at the Appeal court Lagos and two at the court of appeal Benin City, the major constrain is lack of fund to affectively prosecute the cases.

It would be recalled that Ms Ama Pepple former Permanent Secrtary in the Ministry of Finance was named as the new Head of Service of the Federation, replacing Engr. bele Okeke Who retired haven attained the mandatory age of 60.
