Kenya: Use This Windfall Well

Nairobi — The idea by Finance minister Amos Kimunya to set aside Sh1 million for each of the 210 constituencies for football development will no doubt give the ailing sport a new lease of life and a chance for the upcoming talent to look forward to a bright future.

Football worldwide is a career and big business and the sooner we start viewing it that way, the better for the younger generation.

While every effort should be made to ensure the funds are channelled to the right projects, the Government must use its own under-utilised sports officers at the district and divisional levels to manage and oversee its use.

Although the Kenya Football Federation is the body mandated to run soccer, its officials should only be consulted when need arises and should not be let to control the kitty given their poor track record as far as accountability is concerned.

KFF should instead resuscitate its youth programme and prove it is keen on developing it before they can be allocated a portion of the windfall.

The erstwhile idle sports officers now have a chance to manage soccer and play a part in grooming the country's future stars.

The funds should be channelled to projects certified by the stakeholders in the constituencies and strict measures put in place to punish any officials who might try to milk the cow for personal enrichment.

Part of the money should be directed to developing facilities while improving the standard of the existing playing grounds.
