Alan Doss, Special Representative of the UN Secretary General in the DRC, paid his first visit to Kananga in Kasai Occidental province this week. On 30 June 2008, the anniversary of the DRC's independence, Mr. Doss attended a civil and military procession alongside president Joseph Kabila, government and parliamentary representatives, and diplomatic corps and international institution representatives.

Later Mr. Doss went to the barracks of the Senegalese MONUC Police deployed in the province. The 125 officers ensure the protection of MONUC staff and property and the maintenance of law and order. They also support Congolese National Police (PNC) with capacity building and they also support humanitarian missions.

"Thank you for your competence and devotion to peace in Kasai Occidental," said Mr. Doss.

On Monday 1 July, Mr. Doss had discussions with Kasaï Occidental governor Trésor Kapuku Ngoye. During the meeting, Mr. Doss explained that his visit is part of his schedule of meetings with MONUC's various partners because "it is important to listen to everyone."

He was delighted to learn of the positive relationship between MONUC, the provincial authorities and other partners. The province has stability, yet there is much poverty, many social and economic problems, dysfunctional social services and nonexistent infrastructure.

Mr. Doss also evoked the situation of the 40,000 Congolese deported from Angola, who need urgent humanitarian aid.

It is necessary, vis-à-vis all these challenges, to find solutions. On this subject, Mr. Doss learned about the development priorities for the province. According to the governor, they are the development of social services including health and education, as well as road and railway infrastructure.

"The development of railways and roads would make Kasaï Occidental province a crossroads for all the other provinces of the DRC," he said.

Upon giving a batch of 12 kits to the Governorship of the province, Mr. Doss said that it was "a modest contribution to the reinforcement of the capacities of the province under his administration".

In response, the governor added that MONUC has made an unforgettable gesture, "an effective contribution to the modernisation of our administration, of which we are very grateful."

Two other data-processing kits were given to the Kasaï Occidental civil society president Alexandre Mukanya, who welcomed MONUC's contribution to the construction of a rule of law in the province.

While expressing his satisfaction, he affirmed that the presence of MONUC in the province gave an added impulse to democracy.

Upon meeting the United Nations Agency representatives in the province, Mr. Doss insisted on the synergy of action which must prevail between these agencies and MONUC.
