The creation of programmes and projects in various sectors of activity for the occupation and healthy leisure for the youths was Sunday in Luanda mentioned as a major contribute to the reduction of delinquency among adolescents and youngsters.

This was expressed by the deputy chairman of the National Youth Council, Kikas Machado, when speaking to Angop about projects of the organisation in this field.

"Our district platforms now is to try and find ways to involve youngsters in positive activities to avoid groups of a criminals. Instead, we are committed to creating informal groups that can organise activities involving other youths when they are not working or studying," he stressed.

According to the person responsible for such project, a secretariat has been created within the CNJ to specifically design programmes for the best possible occupation of their leisure time.

In this context, he said, a Youth Volunteer programme has been launched to train youngsters with spare time to offer to the service of other youths and communities.

"We started with a good project that only works during school holidays, which is youth volunteering involving youngsters from various groups who, during that period, devote their time to serving the community," he said.

According to him, the motto: "Young volunteers in the fight against Hiv/Aids" will continue this year, with the involvement of some 400 youngsters from various social groups throughout the country.

The programme has the support of district administrations, the United Nations Children's Fund (UNICEF) and United Nations Development Programme (UNDP).

The Volunteer Youth comes as a result of an agreement signed between the CNJ and UNICEF which also includes the implementation of two other programmes that include skills for life and dissemination of the African Charter on Youth.

The first experiment involved about 100 youths in the provinces of Luanda, Namibe and Benguela who worked for 15 days in rural communities, in the raising of awareness on the Sexually Transmitted Diseases (STDs) and Hiv/ Aids, of which Kikas Machado makes a positive assessment.

According to the official, in addition the programme of expansion of the district youth platform, it is the CNJ's wish that these structures work with the communities, organising cultural, recreational and sporting activities to occupy the youths' free times.

He added that it is his organisation's intention to implement a programmes of integration within the dwellers commissions, of small representations of the youths as points that will operate in all communities where there are structures of organised residents.

Another purpose, he added, is to involve the structure in the programme of the Ministry of Youth and Sports called "Youth in spare times and Hiv/Aids", taking advantage of the youngsters' initiatives and putting across positive messages linked to Hiv/Aids fight.

Established in the early 90s, the CNJ is the platform of national youth organisations and of 18 Provincial Youth Councils, comprising currently 35 organisations of the most varied natures, including of students, parties, ecological, church and socio-professional.
