The Kano State government has described as unscientific, the survey report released by the Federal Ministry of Health which shows that the state leads in HIV/AIDS infection by drug users and non brothel based sex workers in the six focal states of Cross Rivers, Lagos, Anambra, Edo and the FCT.

Dismissing the report presented by the Federal Ministry of Health, the state's Health Commissioner, Hajiya Aisha Kiru, who was represented by Dr Ramadan, a Director in the Ministry, challenged the criteria used to source the data by the ministry. Kiru who described such data as unrealistic said with 44 local government areas, the survey failed to satisfy the requirements of a reliable data that would be scientifically proven. The Federal Ministry of Health had released the report during the IBBSS survey report presentation at the Ni'ima guest palace in Kano.

The survey said that the scourge of HIV/AIDS was declining in the country as against its prevalence in 2005 and 2006, but indicated that non brothel based sex workers in Kano State as well as drug users have higher HIV/AIDS infection cases in the state than elsewhere. The IBBSS survey report was carried out by the ministry in con junction with UNAID, USAID, World Bank and other donor organisations. Presented by Dr Obinna and Dr Ade Bashorun, the report shows that brothel based sex workers reduced to 37.4% in the country with Lagos State recording the lowest with 23.5% while the federal capital has the highest with 49.2%.

The report also shows that Kano has the highest HIV/AIDS cases in non brothel based sex workers with 44.1% as against Lagos with 12.9% while the total for the survey states remains at 30.2%. However the report also placed Lagos high in HIV/AIDS cases contracted through man to man sex at 25.4% prevalence while Cross River recorded the lowest cases of such sex with the overall record of 13.5% in the 6 focal states. Kano State is also said to have recorded higher cases of inject able drug users according to the survey with 10% as against 2.8% in Cross rivers. The report also indicated that the HIV/AIDS cases among transport workers grew to 3.7% with FCT having the highest recorded cases while Kano state recorded the lowest with 1.4%. The police force the report said recorded higher cases of HIV/AIDS contraction with an overall of 3.4%, FCT division recorded 7.3% with Edo command having the lowest with 2% cases. The armed forces also recorded 3.1% of the total cases recorded with Anambra having the highest cases of 7.6% and FCT recording the lowest with 3.1%.
