Mozambique: Public Service Should Be Guided By Ethics

Maputo — The public service should be guided by ethical values and principles to ensure its integrity and transparency, and respect for the people it serves, said Mozambique's Public Service Minister, Victoria Diogo, in Maputo on Thursday.

Speaking at the closing of a meeting of the Commonwealth Forum of Public Service Leaders, held under the theme "Creating a Public Service Based on Ethical Values and Principles", she said "It is widely acknowledged that in a Public Service where there are ethical values and principles there will be integrity, transparency, and respect".

At the end of the three day meeting, the key note was on ethical values and good governance in the public service, and the importance of good leadership.

Diogo noted that leaders have an essential role to play in transforming the public administration, because they have the responsibility to promote and conduct the process of change, which incorporates elements of behaviour, values and attitudes.

However, she admitted that there is not a single formula for all situations, hence the need to adopt clear strategies adequate to each country's reality, in order to consolidate ethical values in public administration.

"We are convinced that the recommendations produced in this forum will be the basis for reforms in public administration in our countries to lead to effective results, giving priority to efficiency and effectiveness, and acting on the basis of ethical values and principles", said Diogo.

The final statement from the meeting stressed that the integrity of the public administration is closely linked to a country's competitiveness, because the greater its integrity, the greater will be its capacity to attract investment.
