Mozambique: Candidate Judges Urged to Be Proactive

Mozambican justice Minister Benvinda Levy has urged students admitted to a Course for Trainee Judges and Prosecutors to be proactive and seek to respond to the problems of needy citizens.
Levy was speaking in Maputo on Monday at the opening session of the course. 174 people applied for the 50 vacancies on the course, but only 39 were accepted. The rest did not meet the requirements to attend the course.
"Be more proactive, not people who seek training only to sit in offices", she said, adding that the candidates will face a long path ahead of them, full of challenges, if they are to become true magistrates.
The selected candidates were also urged to cultivate humility and openness, because some of them might go and work in communities that do not speak the official language, Portuguese, and where these human qualities may represent an added value.
Levy stressed that the government is striving to appoint magistrates with higher education to all 128 districts of the country. Currently there are magistrates in only 60 per cent of the districts, but not all of them have a law degree.
"We are appointing magistrates to the districts, and when we appoint them we always pay attention to the conditions the district can offer, which means that we have been giving priority to conditions that will ensure that those magistrates will not be deprived of basic utilities such as housing, electricity, and water supply", she said.

She also lamented the disparity between the number of applicants for positions as judges, and those who want to become prosecutors. She thought this was a problem in Mozambican law courses where much more stress is laid on the tasks of judges than of district attorneys.
