Uganda: Kintu Musoke Raps Govt Over Districts

Joseph Kariuki

27 August 2008

Kampala — Former prime minister Kintu Musoke has criticised the Government for creating many districts in Uganda. Musoke said the creation of the districts was against the spirit of East African integration.

Musoke, who is a presidential adviser, was presenting a paper during a leadership seminar at Makerere University Business School on Tuesday. He noted that while other continents were integrating, for example, the European Union, Ugandans were being divided into smaller units.

"Because of tribalism and corruption, every tribe is demanding its own district. They think this will make them powerful," Musoke stated.

He said the Government decided to decentralise power to the districts to encourage development in the country. However, he added, people have politicised the venture.

"People complained that power was too far. So, we decided to create more districts for them," said Musoke.

"But I think we have gone too far. The districts are too many and being created too fast."

Musoke also criticised the Government for shelving the regional tier system issue because Buganda had rejected it. He said the Government should have implemented it in other regions.

The principal of the business school, Prof. Wasswa Balunywa, said they would hold leaderships seminars every after three months. This was the second seminar. The first one was held in April.

These NRMers are a bunch of liars. Your designs on Uganda are very clear, you are not fooling anybody except maybe a confused few. The reason you are slicing and dicing Uganda is because then its is easy to conquer it. Everybody can see how instead of having a concerted and united opposition to NRM tyrany there is disparate cacophony of noises in the socalled parliament that amounts to a circus. NRM has and is destroying Uganda systematically. The sooner they are removed from power the better for Uganda. It is only your dictator Museveni who decides who gets a district and who doesn't, largely those who get it get it because they promise to continue voting for him, while he is destroying the country. Go figure.
